- Selenskyjexpects Ukraine has received only 24 Patriot interceptors from the US over the past three months.
- Ukraine is awaiting approval from US Defence Secretary Pete Hegseth for additional Patriot and NASAMS missiles.
- EU defence procurement funding includes 3.2 billion euros for purchases under special exceptions, including PAC-3 missiles.
Was geschehen ist
Wie ukrainische Quellen darüber berichten
Ukrainian officials and media focus on the immediate operational shortage of Patriot interceptors amid continuing Russian ballistic attacks. President Volodymyr Zelenskyy says the country needs additional missiles and calls for already agreed European purchases to be released. Ukraine's defence minister Yevhen Khomara asked Germany, the United Kingdom, France, Poland and Italy to consider transferring 10 percent of their Patriot and IRIS-T interceptor stocks in exchange for future deliveries. Ukrainian accounts also warn that reduced deliveries could lead Russia to intensify ballistic strikes against Ukraine.
Wie internationale Quellen darüber berichten
International reporting highlights NATO allies' concern that the United States may not approve or deliver additional Patriot interceptors before the 3 November US midterm elections. It also examines possible US political incentives connected to Ukraine's position in peace negotiations and the possible effect of US interceptor reserves on operations against Iran. The European response includes the European Commission's call for prompt delivery of EU-financed missiles and NATO Secretary General Mark Rutte's appeal for bilateral transfers of Patriot stocks. Greek and Spanish PAC-2 holdings are noted in relation to that appeal.
Wo die Berichte auseinandergehen
The reasons for the delay are presented differently. US officials cited the need to balance commitments to partners with US defence requirements and denied any deliberate policy to harm Ukraine. NATO sources linked the delay to possible electoral leverage over Ukraine and to Washington's desire to push Kyiv toward territorial concessions in negotiations with Russia. Former US ambassador to NATO Kurt Volker suggested that the delay could instead be connected to US military needs in a possible renewed conflict with Iran. Estimates of the decline in US Patriot stocks also vary: CSIS assessed that PAC-3 stocks fell by about two thirds, from more than 2,300 to fewer than 830 missiles, while other analysts estimated a reduction of roughly one half.
Hintergrund
PAC-2 interceptors are used mainly against aircraft and cruise missiles and continue to arrive in Ukraine under the PURL initiative, while PAC-3 is designed primarily for ballistic targets. The United States produces roughly 60 to 65 Patriot interceptors per month. Producing one interceptor takes nearly two years and costs more than 4 million dollars. CSIS estimated on 27 July 2026 that US PAC-3 stocks had fallen by about two thirds. European countries had purchased Patriot missiles for Ukraine but had not delivered them, and the Pentagon did not explain the delay. Plans for licensed production of Patriot missiles in Ukraine have not been realised.
